In 1979 the towns of Munitibar, Aulesti, Gizaburuaga, Amoroto and Mendexa created the
. It had two aims:They placed the headquarters in the school of Oleta.

After the plan was approved and published on the Bulletin of Bizkaia, the five towns approved the statutes of the Town Community of Lea Ibarra in July 1982.

On March the 28th 1983 the Basque Government gave its definite approval, and on July the 1st the foundation meeting of the Community was held. Sabin Kortabitarte, who was then councillor in Aulesti, was appointed president of the Community.

Changing the Partial Regional Plan, fitting out land for industry and promoting what later would become Okamikako Industrialdea S.A. (the Industrial Area of Okamika P.L.C.) were the Community´s first challenges. Added to that, they bought a dustcart, created a rubbish collecting and burning service and hired an architect to give the five towns advice concerning their urban development.

The headquarters of the Community were later moved to Gizaburuaga; this happened because the town requested it, and because they considered that the heardquarters should be close to the industrial area.
Constitution of the Federation of Municipalities. The Amendment of the Region Partial Plan is promoted; industrial land is created in Okamika – Gizaburuaga and the refuse collection service starts.
Creation of Social Welfare and Urban Planning services.
Creation of accounting service for the five municipalities.
Service of mechanization of charging taxes on water, refuse collection - sewage and vehicles.
The management of personnel payroll and social security is mechanized in the five municipalities and the creation of a service company is driven.
The Poverty project is propelled within the Department of Social Welfare. As for the service of refuse collection, a new lorry was purchased; dumpsters were set in place and a new furnace was built to burn the waste of Munitibar, Aulesti and Gizaburuaga. Amoroto and Mendexa opted to use the regional landfills.
As for Okamika industrial zone, an agreement is signed between the Federation of Lea Ibarra Municipalities and Gizaburuaga town hall.
The service of waste collection is expanded to the neighbourhoods and the service to collect bulky waste is created.
A company dedicated to the service of home care is created, and, due to the lack of a public transport service, a minimum service is started.
The implementation of a paediatric ward is obtained from Osakidetza.
With the start of the line Bizkaibus, the existing transportation service terminates. The renovation of the statutes of the Federation is approved.
A new architect is enlisted.
The drainage service is created and the foundations of the Pool of New Promoters project are approved.
They get Europe to catalogue the lands of the Valley under the name 2-R. A Development Plan for the five municipalities and the valley in general is developed.
The foundations to channel the campaign throughout the Valley are established. Behargintza of Lea Ibarra is formed together with Eudel, the Council of Bizkaia and the BBK.
An advertising campaign using a CD, a catalogue and a website is started.
Design of a study for the creation of a public company aimed at urban projects. Acquisition of a new lorry and works start to improve the road Gizaburuaga - Oleta.
In the Social Welfare section, the service of legal consultancy for women is created. Learri SA is established and starts its first projects.
The work of Lea Ibilbidea is started by Learri SA.
The first phase of Lea Ibilbidea is completed and the vegetable oil waste collection service is launched.
The second phase of Lea Ibilbidea starts and the Day Centre for Elderly People is planned. The youth mentoring service is set up; the Youth Plan and the Local Agenda 21 are planned. A module in Okamika is rented for general services.
The work of the new headquarters of the Federation and those of the Day Centre for Elderly People are started. The urbanization works of Park Bengola are triggered.
Building of the Day Centre and the Federation are completed.
The new headquarters of the Federation start running. Placing of complementary signs of Lea Ibilbidea; completion of the urbanization of Park Bengola and commencement of the building of the interpretation centre.
